Why are there cheaters?

I mean I'm not looking for cheaters, however, I meet too many of them. I mean if I were a gm I would just enter the server and at least 50 cheaters could be banned for let's say a week or so, and it would take like a few minutes. But it's not the case. The server is full of cheaters who gain exp while being a-f-k, and hit from behind walls in Chaos. By the way is there anyone who's got this same feeling that even we should be afraid of getting banned, because we are trying to make gm's do something about cheaters? Because gm's are not blind I think, but cheaters do exist. So who is the enemy? The cheaters, or us????? Okay... if someone is botting at the Troll Warriors without getting banned, I can understand that, because who the hell cares about Troll Warriors..... but .... guys.... the ape slots are filled up 10-15 botters, and two party leaders like all the time.

When I was sheriff on Edana it was all day long for three months we had to clear out the bots at the apes once we did that we had to clear out grells then back to apes..People trying to do quest can't.. why? for some reason if ur in a party u receive exp from any mob doesn't matter what lvl you are or how high of a lvl the mob is and people do it for the exp and for drops ...Take out the exp like it supposed to be even if ur in a party..If your 10 lvls higher then any mob in emc /luffy then no exp and no drops even in a party the only ones in that party to receive anything is the person at the proper lvl and he wouldn't get any drops cause he's not the once doing the kills..These guys sit there day in and day out collecting exp and drops 30 lvls higher then the mobs that in the first place shouldn't be there ..This will force people to move on and open up slots for people to do their quest..Places where there is pk or pk properties like the abyss keep the drops..ect these places need to monitored by the gms it's plagued with k0xpers same with most of the events. Chaos , Bdw, UTC , Jurrid Mountain..all need to be monitored either by a gm or sheriffs...The auto detect for tpt isn't working hasn't in years you guys fix it and they break it you guys bend to their needs open up a game genie and they still use k0xp.. I watch three of the clan Battles on Atlantis yesterday and watch has a gm sat there watching players using k0xp and one guy was running around with the game genie on his head and the gm did nothing but follow them ...Here i thought GM's were supposed to be banning k0xp but i guess if it's in an event it's ok to use third party tools in front of a GM.. If a Gm allows this to happens kinda makes me wonder what is in store for this games future
