Hello Nayla02, Power up was under maintenance should work now, please try again. Spy quest somehow got bug for some players and other players dont have this problem. This reported already.

As I said before, seems is bug for some players only. I have same issue too. After I did one rebirth grade on character I was able to make, then day after can not. This bug is reported.
