Where can I buy this scroll other than at merchants?
I looked for it at PUST but didn't find.

Is it really 100% recovery?

This item drop after you open the special monster staff from power up store and kill the boss, of course if you lucky ... and drops are random

About your question, yes its a pack of 10 scrol for 100% recovery experience lost. Also this item is tradeable.
