How can i use skills that are in 2nd skill bar row? Tried pressing F keys but it only changes the main skill bar tab...

there is a tiny arrow button at the left of the skill bar looks like >>>
click on that to open additional bars, and you can change each bar's assigned F button, by the tiny arrows on top of the numeric
if you are asking on how to use the skills on the second visual bar
