I am assuming from this comment you didn't have otp then...
But just for your information, you can use OTP service on your computer as well by using the computer application.

There is no possibility to recover your hacked items, unless you were using OTP.

You may try to send a CS ticket, which will not help you.

There is an announcement in the Turkish forum side saying that item restorations are only possible if there is active OTP and the hack is because of game system.

Yes. restorations may only be possible if OTP was installed and used properly, and if the hack is caused by a fault in the OTP system or portal itself which compromised the account with zero user error.
Or else, what Regiss said is valid.
